The Patterson Joint Unified School District board of trustees received information at its Monday, Feb. 3 board meeting pertaining to a new financial allocation system, known as the Local Control Funding Formula, to be implemented within the schools this year.
The Local Control Funding Formula (LCFF) is a new source of funding for school districts in the state of California. The LCFF provides $2.1 billion in funding for K-12 grade schools through Assembly Bill 97, signed by Gov. Jerry Brown in 2013, and $32 million for offices of education. The money will be allocated to what the schools feel they need, rather than what they are told to spend on. Funding for LCFF will begin this fall, although the full implementation is expected to span within the next eight years.
In order to comply with LCFF, local school districts must develop annual strategic plans, known as Local Control Accountability Plans (LCAP), depicting what they wish to spend the money on with goals and objectives aligned to LCFF’s timeline.
Veronica Miranda, PJUSD assistant superintendent of educational services, told the board a local task force is being set up to provide input for the development of the new LCAP —a critical part of the LCFF process. Surveys have been sent home to parents, students and employees of the district to gather input as to where they should allocate the money.
The goal of the LCAP plan is to give those at the local level more authority on what to spend money on. Districts must be accountable for accomplishing results from the money they receive from the state.
“Basically the state is telling school districts, ‘Tell us your story’” Miranda said.
Funds will start in the fall with a base grant for every student in attendance with projections of from $7,000 to $8,000 a year for each grade level of students from K-12th grade. Students in high school will receive the highest amount allotted. Supplemental grants will be given based on the number of students in need who are enrolled in each school district.
Every school board in California must adopt an LCAP, complete with its priorities and goals set intact, by the end of June.
A few of the local strategic goals in PJUSD are that all students: must engage in rigorous and relevant curriculum and learning capacities; close the achievement gap and expect high levels of performance for all; ensure a safe and healthy environment; and provide technological resources to maximize student learning and district efficiency.
