LAFCo will hear the proposal for development December 4 at 6 p.m. in the City Council Chambers.
The 948-acre Arambel Park would focus on light industrial businesses, similar to those already in the West Patterson Business Park, including CVS and Kohl’s distribution centers. The 104-acre KDN center would include retail uses.
The biggest agency expressing concerns about the project is Stanislaus County and its Public Works Director Matt Machado.
Machado has written letters and expressed his concerns during public comment periods during the city’s consideration process, as well as to LAFCo, calling for $40 million to be placed in a city run account over time as the project is developed to offset increases in traffic related to the expansion.
He said Tuesday, Oct. 15 that county staff would be taking the matter before the Stanislaus County Board of Supervisors for input, the first week of November. He also said the county has yet to make in-roads over the transportation issues with developers.
“I think even city staff wants to work with us, but they can’t get the developers to cooperate,” he said.
Developer and farmer Jeff Arambel said the project and an estimated 10,000 jobs with $3.1 million in net revenue to the county and another $3.5 million annually to the city Patterson could be in jeopardy if Machado garners the $40 million.
“We’re already paying $23 million in capital facilities fees to the county,” Arambel said, which included transportation fees.
All told, the developers would be paying close to $80 million in impact fees to the city, county, schools and hospital district, he said.
A similar application was to be considered by the agency in February but was withdrawn due to lack of LAFCo staff support for the project because of concerns over a wastewater treatment facility the project would have built. The second application for the project was submitted July 5 with a plan to use the city’s wastewater infrastructure, but that application was sent back to the city of Patterson over use of farmland for development and lack of a plan to help set aside farmland from future development.
That application that was re-submitted September 5, and was accepted after the city of Patterson passed an agricultural mitigation ordinance.
The expansion in west Patterson would encompass the Arambel Business Park and KDN Retail Center, projects proposed for land west of Rogers Road, east of Interstate 5, south of Zacharias Road and north of Sperry Avenue. Most of the area is farmland and would continue to be farmed until developed even after annexation, Arambel said.
Adding it to the city limits would expand Patterson’s physical area by roughly 30 percent in four phases during 20 years or more.
