During a regularly scheduled meeting November 21, the Stanislaus County Planning Commission motioned to approve a request by the West Stanislaus Irrigation District to construct an operations and maintenance facility and administrative office adjacent to the District’s main canal system and first pumping station.
The WSID provides irrigation water throughout agricultural properties along the West Side. Their existing parcel, located on the 6900 block of River Road on the southeast corner of West Stanislaus and River Roads, is a little over 69 acres in size. The proposed project will be located within seven of the 69 acres in the northern corner of the larger property.
The facility’s proposal comprised of six structures, including an administrative building (5,950 square feet), maintenance building (11,203 square feet), covered storage building (11,203 square feet), covered equipment storage building (7,590 square feet), warehouse (2,600 square feet) and a chemical storage building (2,000 square feet).
The project also requested a fueling station with two 500 gallon gas tanks, perimeter fencing and landscape, a yard manager’s trailer as a full-time live-in caretaker’s mobile home, truck and staff parking and various communication equipment towers.
Currently, the WSID is utilizing outdoor storage capacities, but says the storage cannot hold as a permanent solution, with only one, leaky covered building. Bobby Pierce, general manager of WSID advocated for the request during the public comment period.
“We irrigate 22,500 acres within West Side of Stanislaus County and we need to effectively operate and maintain critical equipment. This will help us do that,” said Pierce, standing at the podium before the board. “I have the check ready to go. Just waiting for the approval.”
Due to the project’s agricultural region, the Planning Commission approved the project based on the fact that the proposed structure is not considered detrimental or conflicting with surrounding agricultural uses, and will not create a concentration of commercial/industrial uses in order to preserve farmland.
